Heavy Slam deals varying damage depending on the weight of both the user and the target. The heavier the user is in comparison to its target, the more damage will be inflicted. The base power varies as follows:

120 base power, if the target’s weight is less than or equal to ⅕ (20%) of the user’s weight.

Mudsdale is so damn heavy that when it uses Heavy Slam, it can reach a Power Level of 120 on any Pokemon that weighs less than 184kg. This includes over 700 of the Pokemon in the current dex.
