Yes there is.  Every mane 6 is a starter.

I tried the Pinkie set for my test run.  I didn’t like it too much, but that can be chalked up to learning the game while playing with it.

I will be building a Dash and/or Twi themed deck though.  SORRY RAT, NO AJ FO’ ME.

Oh what about rarity? is there a started deck for her and how is it, if you tried it?

She’s paired off in a set with Dash right now.  So they’re kinda combined.  The basic theme/starter set will get you by, but boosting will help a lot.
