This one always confused me. Why is the Marowak Ghost still a Marowak unlike every other ghost ever?

See, this can go with that theory that the belief in something makes it true in the pokemon world. Ghost pokemon were never ghosts of living things, but the idea of a ghost made real. Except Marowak actually was a ghost.
