Have you considered it makes no sense for UB-02 beauty and expansion to directly be Lusamine and Gladion for two reasons:
1) It’s not UB-02 and UB-03. Because we’re talking about “beauty” and “expansion” forms, it is most likely two shapes of the same being - not two separate ones. It doesn’t fit to match two different human characters.
2) UB-02 expansion is in Sun while UB-02 Beauty is in Moon. Lusamine especially is in too big of a role in the plot (head of the Aether Foundation) to be excluded from either game, and Gladion doesn’t fit to be interchangeable with her.

Perhaps the ultra beasts simply imitate the looks of certain humans. Reasons why might vary, but so far it seems very likely the ultra beasts are not directly disguising themselves as humans.

Perhaps the experiments run by Aether involves human DNA, taken from specific people. Their mannerisms are transferred to the Ultra Beast.
