Toffee doesn’t see Star as a threat.
There’s been a recurring theme in the show of Star being underestimated by those around her because of how she acts. Marco doesn’t trust her to be capable of doing things on her own, her parents don’t trust her to be responsible, and now Toffee seems certain she’s nothing but a silly little fool.
Star is reckless and there’s a lot she still has to learn, but she isn’t as stupid as everyone seems to assume she is, and I have a feeling that Toffee is going to learn that the hard way.
OR, he’s just referring to the fact that her friends are dressed as monsters, making it hard to notice a real one among fake ones - .-
Or monsters are actually not bad but just an opressed group, exiled from their original land by a bunch of barbaric invaders from another dimension, who had access to advanced weaponery; and they now bear a nasty reputation forged from centuries of dehumanizing cliches and stereotypes, forced to thrive in unwelcoming places, yearning for a past long gone.
