apparently it was determined that if a border patrol agent from the united states shoots near the Rio Grande (Rio Bravo in Mexico) aiming towards the head of an unarmed civilian that is at the mexican side of the border,the punishment will be 3 days of administrative permit (??idk how to translate this)

but such act will no longer have punishment whatsoever

not even a trial at court

so now american border patrol agents can freely shoot people near the border without being punished at all
