They made it into a ringtone because it was old enough to be public domain, and Nokia (I think?) didn’t want to have to pay royalties.

The tune is called the Gran Vals and it was written by the Spanish guitarist and composer Francisco Tárrega in 1902.
I’ve been trying to find the name of this for a literal decade but didn’t know how. I love you all
