I changed the canon since this post so while there’s still a continuous stream of electricity, the minimum is light slightly tingly to the touch while if she puts in effort it’d probably be very dangerous I guess.

Not entirely sure myself, but given Electric Eels and Rays, I’d say it’s still rather effective.

It depends on them electrolytes thingies. H2O by itself isn’t a conductor. I don’t recommend Energy swimming in a pool full of people and chlorine -.-
