Bucky’s arm can’t have super strength anyways, his biological torso could not handle it.
Hydra messed with his genetics enough for him to be as physically strong and fast as Captain America. So the arm isn’t just sitting in a normal human body.
Cap only has peak human condition, so by that logic Buck’s bod is still normaler than Pete’s and that’s what screws him over >:Y
